The international IEEE COMCAS 2009 continues the tradition of providing a multidisciplinary forum for the exchange of ideas in the areas of microwaves, antennas, communications, solid state integrated circuits, sensing and electronic systems engineering. Information on the injunction suit of Mobilcom Austria against Dr. Oberfeld

On June 23, the first trial in the case mobilkom austria against Dr. Gerd Oberfeld took place at the Salzburg district court. The reason for the suit is a cancer study by Dr. Oberfeld, expert in environmental medicine, published at the end of January. He sees a direct connection between a significantly increased cancer incidence of residents with a near C-Network mobile base station. Mobilkom Austria has submitted evidences at court, which contradict the existence of a C-Network station. The next trial shall take place on November 4, 2008. Consumer Advice Center NRW: More and more mobile phones near the radiation limit

The consumer advice center of NRW found out within the context of an examination of the self-commitment of mobile network providers that nearly every third mobile phone respects the radiation criteria of the environmental label Blue Angel (SAR value = 0,6 W/kg). But the center criticizes that an increasing number of mobile phones has a high SAR value. The consumer advice center of NRW therefore asks the mobile phone manufacturers to use all possibilities to reduce the SAR values. Furthermore, radiaton reduced devices should be given prominence: for example by labelling with the Blue Angel. http://www.vz-nrw.de (German only)

Study: RFID chips can interfere with medical devices

Radio frequency identification chips (RFID) used to track and trace products could cause critical care medical devices such as pacemakers and ventilators to fail, Dutch researchers said on Tuesday. Deletrious effect of UMTS on DNA – data valid?

Professor Alexander Lerchl of Jacobs-University in Bremen presented a scientific comment on the study of Schwarz et al. (2008):

"Radiofrequency electromagnetic fields (UMTS, 1,950 MHz) induce genotoxic effects in vitro in human fibroblasts but not in lymphocytes". In this study, the authors had reported about a significant increase of DNA strand breaks after UMTS exposure far below the legal limits. Lerchl describes the inconsistencies and statistical faults that he has found during the review of the data published.

Genetic Damage in Mammalian Somatic Cells Exposed to Radiofrequency Radiation: A Meta-analysis of Data from 63 Publications (1990–2005)

From the abstract: A meta-analysis of reported data was conducted to obtain a quantitative estimate (with 95% confidence intervals) of genotoxicity in RF-radiation-exposed cells compared with sham-exposed/unexposed control cells. The overall data indicated that (1) the difference between RF-radiation-exposed and sham-/unexposed controls as well as the effect size or standardized mean difference due to RF-radiation exposure was small with very few exceptions; (2) at certain RF radiation exposure conditions, there were statistically significant increases in genotoxicity for some end points; and (3) the mean indices for chromosomal aberrations and micronuclei in RF-radiation-exposed and sham-/unexposed controls were within the spontaneous levels reported in the historical database. Considerable evidence for publication bias was found in the meta-analysis.

Australian Researcher on Brain Tumor Risk of long-time Mobile Phone Use

Interphone researcher Professor Bruce Armstrong of the University of Sydney School of Public Health has expressed concern over the tumor risks associated with the long-term use of mobile phones. "I think the evidence that is accumulating is pointing towards an effect of mobile phones on tumors," told in the Australian current affairs show "TodayTonight". AUVA denies harmlessness of mobile radio

In a press release of 28/04/2008, Allgemeine Unfallversicherungsanstalt in Österreich (AUVA) (General Insurance Company in Austria) reacts with indignation to the press information of the Scientific Radio Council (Wissenschaftlicher Beirat Funk, WBF) of 23/04/2008 about the harmlessness of intensive mobile phone use. The AUVA-expert Dipl.-Ing. Dr. Hamid Molla-Djafari and Univ.-Prof. Dr. Wilhelm Mosgöller of Medizinische Universität Wien answer: "If there have not been shown deleterious effects so far, that does not mean that there are none." AUVA refers in this context again to the ATHEM-project, intiated by itself, that to their own opinion has found new scientific results of best quality being relevant for the risk evaluation of intensive mobile phone use. Review of the Swiss decree on the protection against non-ionizing radiation: physical closeness to mobile antennae

In a decision of November 6, 2007, the Swiss Federal Court dealt with the question when nearby mobile radio antennae are part of a station to be examined and have to be considered with regard to the respect of limits. With a review of the decree on the protection against non-ionizing radiation (Verordnung über den Schutz vor nichtionisierender Strahlung, NISV) the request of the Federal Court shall be realized. The aim of the review is to establish the existing experience in the decree on the protection against non-ionizing radiation (NISV) and to see at the same time that it is made clear which antennae belong to which station, independently from the time sequence they were approved in. LABORATOR PENTRU EVALUAREA SI CERTIFICAREA SAR LA TERMINALE UTILIZATE IN TELEFONIA MOBILA.

Data finalizarii acestui proiect este 30.09.2009.

Proiectul propus abordeaza un domeniu al EMC/EMF pentru care nu exista nici un fel de dotare in Romania. Este un domeniu de inalta tehnologie cu caracteristici specifice in care se combina tehnologia comunicatiilor wireless moderne si problemele de protectie a mediului si a sanatatii publicului utilizator de terminale de telefonie mobila.

Determinarea valorii SAR si valorile înscrise pe terminale(conform legii) provin de la producatorii acestora si nu de la laboratoare acreditate independente.
Nici alte caracteristici functionale importante cum sunt consumul de energie, proprietatile audio si de emisie/receptie nu sunt verificate in laboratoare autorizate.

In acest context devine absolut necesara existenta unui laborator specializat în evaluarea SAR independent de operatorii de telefonie mobila, acreditat national si recunoscut international destinat pentru:
-evaluarea si validarea conformitatii cu standardele europene si internationale in vigoare a produselor comercializate, inclusiv cele second hand;
-efectuarea de studii si teste comparative la nivel international privind efectul nociv al utilizarii necontrolate a telefoniei mobile (inclusiv participarea la scheme de intercomparare);
-crearea conditiilor de participare a comunitatii stiintifice romanesti la dezvoltarea sistemelor moderne de comunicatie cu poluare electromagnetica redusa în cadrul unor proiecte europene.

Laboratorul proiectat va asigura incercari conforme cu normele internationale in vigoare si va avea o clientela asigurata si beneficii pe masura tinand seama de dezvoltarea si inovarea rapida a tehnologiei wireless.

Laboratorul va putea desfasura o activitate de cercetare in urmatoarele domenii:

• dezvoltarea unui pol de expertiza romanesc în domeniul bioelectromagnetismului;
• marirea reproductibilitatii masuratorilor SAR;
• dozimetrie experimentala si simulare numerica;
• dezvoltarea tehnologiilor de incercare a terminalelor mobile de dimensiuni reduse;
• studiul implanturilor moderne de tip pacemaker (stimulator cardiac);
• cercetarea si dezvoltarea sistemelor imbarcate (embedded systems);
• evaluarea conformitatii terminalelor cu standardele de siguranta prin calculul densitatii puterii radiate (Radiated power flux density) si compararea dintre experiment si simularea numerica;
• cercetarea si dezvoltarea antenelor de tip microstrip cu radiatie redusa in camp apropiat.

5 Sistem de masurare a proprietatilor audio si a influentei asupra protezelor auditive inclusiv incinta de incercare
6 Simulator/simulatoare de retea wireless pentru standardele in vigoare(GSM,CDMA,UMTS,DECT,WLAN, etc)
7 Kit de masurare a autonomiei de functionare a telefoanelor mobile

Va fi realizata o pagina Web a laboratorului si se va organiza in fiecare an Ziua portilor deschise în care se vor face prezentari tehnice si mai ales experimentale pentru elevi, studenti si persoane interesate de efectele radiatiei electromagnetice si de caile de evitare a efectelor nocive.

Pentru un rol central în crearea calculatorului personal si dezvoltarea sistemelor de calculatoare personale legate în retea

Timp de peste 35 de ani Charles P.Thacker s-a aflat în fruntea inovatiei în domeniul retelelor de calculatoare personale. El este unul din promotorii utilizarii PC-urilor actuale. În timp ce lucra ca cercetator la Centrul de Cercetare Xerox Palo Alto în perioada 1970 – 1983, el a fost principalul proiectant al sistemului Alto de calculator personal care apoi a fost considerat drept prototip atât al statiilor grafice cât si al calculatoarelor personale. Mai mult, el a revolutionat domeniul calculatoarelor fiind unul din co-inventatorii retelelor locale Erthnet.
Între 1983 – 1997 D-l Thacker a lucrat ca inginer consultant în conducerea Digital Equipment Systems Research Centre (DEC SRC) unde a de dezvoltat Firefly, una din primele statii grafice cu microprocesor.
Din 1997 a detinut pozitia de Director Stiintific la Microsoft Corporation unde a proiectat si implementat parti importante ale prototipului pentru Tablet PC, inclusiv sistemul de recunoastere al scrisului de mâna. Acest prototip sta la baza actualelor Tablet PC care sunt comercializate de mai multi producatori de calculatoare.
Charles Thacker este membru IEEE, licentiat în fizica al Universitatii Berkeley, California obtinând titlul de doctor la Swiss Federal Institute of Technology din Zurich. Este membru al Academiei Americane de Arte si Stiinte si al Academiei Nationale de Tehnologie care în 2004 i-a acordat premiul Charles Stark Draper pentru dezvoltarea primului sistem de calculatoare personale în retea distribuita.

Pentru contributii la principiile si tehnicile fundamentale ale electromagneticii


Dr.Baum este un eminent profesor cercetator la Departamentul de electrotehnica si calculatoare al Universitatii New Mexico din Albuquerque. El este cel mai bine cunoscut pentru ca a dezvoltat Metoda Extinderii Singularitatii (Singularity Expansion Method - SEM) care reprezinta compact si parametric împrastierea electromagnetica întârziata si da un semnal radar independent de aspect pentru identificarea tintelor. El a introdus de asemenea conceptele de frecvente naturale si moduri naturale cât si coeficienti de cuplaj care ar putea fi calculati dintr-o ecuatie integrala pentru a reprezenta datele experimentale în mod concis. Dr.Baum este o autoritate în simularea impulsurilor electromagnetice (Electromagnetic Pulse Simulation- EMP) proiectând simulatoare pentru încercarea diverselor sisteme electromagnetice folosite atât de aviatia SUA cât si de cele ale tarilor aliate si prietene. Excelentul sau proiect pentru antene de clasa speciala folosite pentru masuratori precise în regim tranzitoriu/ banda larga ale câmpurilor electromagnetice si parametrilor asociati sunt acum folosite pe scara larga de comunitatea EMP atât în SUA cât si în tarile Europei de vest.
